Oxfam Novib iSME Program

Enabling Outcomes conducted a learning evaluation for Oxfam Novib’s Impact SME program from 2015-2021 and its implementation in Egypt, Nigeria, Somaliland, Uganda, and Vietnam. The aim of the program is to improve the business performance and impact potential of SMEs. Enabling Outcomes delivered a rapid, high-level, desk-based learning evaluation of the program focusing on effectiveness, efficiency, relevance, and sustainability as well as considering the overall program Theory of Change. The team provided Oxfam Novib with objective and insightful feedback and recommendations that can be used to highlight achievements and lessons learned; inform program development and organizational learning; ensure accountability; and provide the insights for advocacy.
